In order to get my code to work, however, I need to get the MAC Address of my lights. They are bluetooth connected, but not directly to the device settings. They connect to the Govee app on a mobile device. My best guess is to use Wireshark, or some alternative, to capture the MAC Address that's communicating with the Govee app.

I have looked into console for wireshark logs, nothing useful:

yes, it is the same issue. By turning on wifi, wireshark can detect all interfaces.
