ClientI've always used XChat. I've used it on Linux, Windows, and now Mac OS X. There is are Aqua and X11 versions. I've used both versions, and I like them both, but I recomend the Aqua version so you can work without loading up X11 and consuming more RAM. XChat has TCL, Perl and Python interfaces, as well as a decent selection of scripts. My favorite feature with this is, though, tabbed chatting. It's really quite nice.

I'm an IRCOp, and I've used just about every feature you can imagine. Topic changing works just fine, though I've always voice'd and op'd people by text commands. However, XChat is a very mature project so I'm sure that the GUI's op management is robust and functional.
